I'm sure its been suspended (27 Nov 12) rather than scrapped at this stage.

Interpretation of French and how the system works there, can be confusing.

But some good news, the proposed Retro Reflective Material law which was due to come into force Jan 2013

( The decision was made by the Conseil de Securite and signed by M Pechenard, so there was no official press release, it was announced with a number of other law changes in the Journal Officiel)
