They seem to be asking for participents, cyclists, drivers, HGV but no motorcyclists.
Just not in their thinking pattern or more sinister?

Just says "in particular"

however if you note further down...

"for motorcyclists and drivers the minimum age is 25."

and also one of the check boxes is also for motorcyclists.

I don't think it's sinister, I think recruiting motorcyclists is probably easier than truckers, or cyclists!

Yes, but its from the land of airbags and leg protectors, power limits and GPS driven speed limiters so dont trust the buggers.
